Notwithstanding anything contained in section 4, if an incident of Intimation. ragging comes to the notice of the Head of the educational institution or the incident of ragging is brought to the notice of the Head of the educational institution by the Anti Ragging Committee or the parents or guardian of the student or any teacher of the educational institution or any other person in writing or otherwise, the Head ofthe educational institution shall intimate the same to the Anti Ragging Committee for enquiry and suitable action. 149
