On receipt of an application filed under Section 4, the Collector shall proceed in the manner as may be prescribed, and pass an order either accepting or rejecting the application: Provided that no order accepting or rejecting an application shall be passed unless the land owner or a person belonging to the specified categories have been given a reasonable opportunity of being heard in the matter.
