The State Government may, either suo moto, or, on an application from any party aggrieved by any order within sixty days of the date of the communication to him of such order, call for the record of any case disposed of by the competent authority, or the appellate authority, for the purpose of satisfying itself as to the Appellate authority and appeals. Revision. correctness, legality or propriety of any proceedings or of any order made therein, and pass such order in relation thereto as it may deem fit : Provided that no order adverse to any person shall be passed without giving him an opportunity to show cause against such proposed order: Provided further that no revision application shall be entertained when an appeal has been or could have been filed against the order.
