This Act shall not apply to –– (i) the Central Government, or (ii) any public sector undertaking of the Central Government, or any other institution owned or controlled or financed directly by the Central Government: Provided that if any case involving person or persons belonging to these categories comes up before the Commission, the Commission will have the powers to refer the matter to the National Commission with its findings and recommendations.
