As soon as may be after the submission of the Development Plan, but not later than the time prescribed by the rules, the Government after consultation with the Board may, either approve the Development Plan or approve it with such modifications as it may consider necessary or return it to the Planning Authority to modify the Plan or to prepare a fresh plan in accordance with such directions as the Government may issue in this behalf.
