(1) Where, by virtue of the foregoing provisions of this Act, a Development Plan is to be prepared – (a) if within the period prescribed or within such period which the Government has extended no Development Plan has been prepared; or (b) if at any time the Government is satisfied that the Planning Authority is not taking steps necessary to prepare such a Development Plan within that period, the Government may direct the Senior Town Planner to prepare the Development Plan. 339 (2) After preparation of the Development Plan, the Senior Town Planner shall submit the Development Plan to the Board and the Board shall forward the Development Plan to the Planning Authority who shall follow the procedure laid down in the Act as if the Development Plan was prepared by the Planning Authority itself. (3) Any expenses incurred under this section in connection with the preparation of the Development Plan for the Planning Area of a Planning Authority shall be borne by the Planning Authority.
