(1) The Government may, subject to such conditions, restrictions and limitations as they think fit, grant aid, in accordance with such rules as may be made under this Act for the purpose, to any cottage or small scale industries upto an amount or value not exceeding rupees ten thousand without reference to the Board. (2) Subject to the rules that may be framed under this Act and to such other conditions as may be imposed, the Government may authorise any officer to sanction loans to any cottage or small scale industry upto the limit of rupees ten thousand.
