It shall be lawful for the Collector, when attaching the land of a defaulter, or at any time during such attachment, to assume the management of the property attached and in such case, he shall appoint an agent with a proper establishment of officers to manage the property, and shall give the agent a certificate of appointment with written instructions under his seal and signature, and the expenses of management shall be defrayed out of the income of the property: Provided that where the property is so small as not to admit of its being charged with the salary of an agent, it shall be committed to the care of such revenue officer as the Collector may determine, and all the provisions herein contained and applicable to agents shall be applicable to the revenue officer in the management of the property.
