A local authority may, and when so directed by the Government shall, subject to such rules as may be prescribed, undertake a survey of the housing accommodation of the inhabitants of its area in order to ascertain whether the different kinds of accommodation and suitable and sufficient for the persons living therein and whether they are provided with adequate water supply and essential sanitary conveniences in accordance with the provisions of this Act and shall, so far as is reasonably practicable, take steps to remedy the defects, if any, revealed by such survey.
