(1) When a scheme prepared under the foregoing sections has been approved by the Government, it shall be the duty and responsibility of the local authority subject to such rules as may be prescribed to execute the scheme as expeditiously as possible subject to the general control and supervision of the Chief Public Health Engineer. (2) The local authority shall maintain in proper order and in proper state of affairs all works laid down, set up or installed subject to such control and supervision of the Chief Public Health Engineer and of the Government as may be prescribed for the purpose.
