The owner of a house or the owners of two adjoining houses may, with the permission of the local authority, sink one or more tube-wells for the supply of water for use of the inmates of the house or houses: Provided that the local authority shall not grant the permission unless it is satisfied that the water available from the tube-wells is safe from the point of view of public health.
