The provisions of this Act shall, save as otherwise expressly provided, have effect notwithstanding anything inconsistent therewith contained in any other law; and if any provision relating to public health contained in any other law is inconsistent with any provision of this Act the latter shall prevail and the former shall, to the extent of the inconsistency, be void.
