Every notice or order which by or under this Act is to be given or served as a public notice or order or as a notice which is not required to be given to any individual specified therein shall be deemed to be sufficiently given or served if a copy of such notice or order is affixed on the notice board of the office of the local authority or in such other public place or is published in such local newspaper or in such other manner as the local authority may direct.
