The local authority may, subject to the provisions of this Act and Rules framed thereunder, provide as far as possible, --- (1) Open spaces, parks, playgrounds, common swimming tanks and other amenities for use and enjoyment of the people and may frame bye-laws regulating their use; (2) Let out any park or land for sporting fields and may permit erection of tents, sheds or galleries on such terms and conditions as the local authority may prescribe; (3) Provide pasture lands for use of domestic cattle.
