(1) Every local authority for an urban, semi-urban or rural area may, and if so required by the Government shall, within the time specified by the Government notify in the prescribed manner the locality or localities which shall be reserved for establishment or carrying on any of the offensive trades as may be notified by the Government from time to time and may at any time notify additional localities for the purpose. (2) No person shall use any land or premises in any urban, semi-urban or rural area for any of the trades of processes so notified, -- (a) unless such area has been notified under sub-section (1) and (b) without obtaining a licence from the local authority.
