If the authorised officer has, either on receipt of a report of fishery officer or otherwise, reason to believe that any fishing vessel is being or has been used in contravention of any provision of this Act or of any order or rule made thereunder or of any of the conditions of the licence, he may enter and search such vessel and impound the vessel and seize the fish found in it.
