The Government may issue such orders and directions of a general character as it may consider necessary in respect of any matter relating to the powers and duties of the authorised officer and the Land Commissioner and the authorised officer and the Land Commissioner shall give effect to all such order and directions. Transfer of any application or other proceeding from one authorised officer to another
