Whenever there is a temporary vacancy in the office of the Chairman or when the Chairman is on leave, the Government may appoint a person to act as Chairman during the period of such vacancy or leave, as the case may be, and shall pay to such person such salary and allowances as may be fixed by the Government and the person so appointed shall be deemed, for purposes of this Act, to be the Chairman.
