(1) Within the three weeks following the day on which any notice is first published under section 40 in respect of any housing or improvement scheme, the Board shall serve a notice in such form as may be prescribed by rules on every person whose name appears in the assessment list of the local authority or planning authority concerned as being primarily liable to pay property tax on any building or land in regard to which the Board proposes to recover betterment fee. (2) A copy of the notice shall also be affixed in every such premises. (3) Every such notice shall be signed by the Chairman or a person duly authorised by him in that behalf. (4) Any person on whom a notice under sub-section (1) has been served may, within thirty days from the service of the notice make a representation in writing to the Board stating his objections to the scheme.
