Whenever the Board is of opinion that it is expedient or necessary to provide building sites in any area, the Board may frame a land development scheme for that area, - (a) specifying the lay-out of the area to be developed and the purposes for which different portions thereof shall be utilised; (b) providing for roads, streets, open spaces, drainage, water supply, street lights and other amenities; (c) providing for the disposal of house sites by sale or on hire-purchase basis.
