In any area in respect of which a housing or improvement scheme is in force, the Government may, by notification in the Official Gazette, direct that subject to such restrictions and conditions as may be specified in the notification, the Board and the Chairman shall exercise such of the powers and discharge such of the duties of a local authority having jurisdiction over the said area as may be specified in the notification.
