Cognizance of offences.- (1) No court inferior to that of a Sub-divisional Magistrate shall try any offence under this Act. (2) Every offence under this Act shall, for the purpose of the Code of Criminal Procedure, 1898 (Central Act 5 of 1898)*, be deemed to be non-cognizable. (3) No prosecution shall be instituted under this Act without the previous sanction of the Registrar.
