Every casual vacancy among the members of the Board or any committee or council constituted under this Act, shall be filed up as soon as may be, by nomination or designation as the case may be, and the person nominated or designated under the casual vacancy shall hold office so long as the member in whose place he has been nominated or designated would have held it if the vacancy had not occurred.
