Power to make bye-laws. - (1) Subject to such rules as may be made, a Parishad may, with the approval of the Government, make bye-laws for carrying out any of the purposes for which it is constituted. (2) The Government shall have power to make rules regarding the procedure for making bye-law under this section, the publication thereof and the date on which they shall come into effect.
