( I ) If, in the opinion of the Government, the CounclI- ruriPn of Coumli. {a) is not competent to perform, or persistently makes default in the performance, of the duties imposed on it by or undcr tbis Act or exceeds or abuses its power, or {b) fails to perform its functions efficiently, the Government may, by an order notified in the Gazelle, supersede the Council: Provided that the Council shaI1 be given reasonable oppottnniry of being ,head before its supersession.
