( I ) The State Government shall, by noti-, nt of the fication, establish a Council to be called " the Orissa Council. Veterinary Council". (2) The Council shall be a body corporate and shall have perpetual succession and a common sea1 with power to acquire and hold property, both mova 4 ble and immovable and to transfer any such property subject to the prescribed conditions and shall, by the said name, sue and be sued.
