Power to remove doubts and difficulties :– If any doubt or difficulty arises in giving effect to the provisions of this Act, Government may, as occasion may require, by order, do anything not in consistent with the provisions of this act or the rules made thereunder, which appears to them necessary for purposes of removing the doubt or difficulty.
