(1) The University may institute a Post-Graduate Diploma Course in Applied Translation (English-Hindi/Hindi-Oriya/Oriya-Hindi) and Creative Writing (Oriya/Hindi/English) in the Distance Education pattern as per the regulations to be formulated by Academic Council and operate it through literary institutions/ organisations within or outside Orissa, specially affiliated to the University for the said purpose. (2) In order to be eligible for such special affiliation, the institution/ organisation must fulfil the following conditions, namely:" (a) It should have been registered as a society or a trust, (b) It should have been operative for a period of not less than three years, (c) Its balance-sheet certified by a Chartered- Accountant should indicates standing balance of at least, rupees one lakh, (d) It should have engaged one whole-time or part-time basis, an eminent literature or creative writer or translator or academic scholar as Director or Principal, and (e) It should be having a library with a reasonable number of books in stock.
