Rules regulations and orders not invalidated by defect form or irregularities in procedure :– No rule, regulation, order, direction, adjudication, inquiry or notification made or published and no act done under any provision of this Act or any rule, or regulation made under this Act, or in substantial conformity with the same, shall be deemed illegal, void, invalid or insufficient by reason of any defect of form or any irregularity of procedure.
