(hereinafter referred to as the ;University Acts), no I>rissa Act 22 actions taken or things done, or decisions made prior Of m6- to the 10th day or March, 1978 by any of the authori- ties of the Universities constituted under the Univer- sity Acts shall be deemed to be invalid or shall be questioned in any Court of law or otherwise be open to challenge merely on the ground that t!~ere existed anJr vacancy, not being a casual vacancy, among the members of the concerned authorities when such action was taken or thing was done or decision was made.
