Without obtaining the prior approval Of the Government. the University shall not,- (iii) (iv) create any new post o' officers, teachers cr other employees. revtse the pay. allowances. post-retirement benefits and other benefits having financial implications offered to its officers, teachers and Other employees; make any provision that may add any financial burden on the Government: and fill up the sanctioned vacant post.
