If any doubt or dificulty arises in giving effect to the provisions of t h i ~ remove Act, the Govurnment may,. as occasioo may require, by order, do anything not dmdties. inconsistent with the provrs~ons or ths Act or the rules, which a p p a n to tbem neseary for the purposa of removing the doubt or difficulty : Provided that no order shaII be issued under this section after the explry of a period of two years from the date of commencement of this Act.
