(1) The First Statues shall be made by the Board of Governors and shall be submitted to the State Government for its approval, which may, within three months from the date of receipt by the State Government, give its approval with or without modifications. (2) Where the State Government fails to take any decision with respect to the approval of the Statute within the period specified in sub-section (1), it shall be deemed to have been approved by the State Government.
