Proceedings not invalidated by reasons of vacancies :- No act or proceeding of the Board or of a Committee appointed by it shall be invalid merely by reason of the existence of a vacancy or vacancies among the members of the Board or of the Committee or by reason of any defect in the constitution of the Board or of the Committee.
