(a) appoint any officer not below the rank of Divisional Forest Officer to be Licensing Officer for the purposes of this Act; and (b) define the local limits within which a Licensing Officer shall exercise powers conferred, and perform the duties imposed, on a Licensing Officer by or under this Act.
