Promotion based on senioiry-cum-fitness :– (1) Where promotion is to be made on the basis of seniority subject to fitness, the Scheduled caste and Scheduled Tribe officers shall be promoted to the next higher post or grade against reserved vacancies provided they possess the minimum qualifications and experience required for such promotion.
