(1) Where any person, other than the certi- D' sron by ficate-debtor, is dispossessed by the purchaser of immo- ,,,,,,,,, vabIe property which has been sold in execution of . a certificate he may make an application to the Certi- ficate Officer complaining of such dispossession. (2) The Certificate Officer shall thereupon fix a day for investigating the matter and shaIl summon the party against whom the application is made to appear and answer the same.
