A certificate filed under section 3 or sectionwho mar 5 may be executed by- execute ctrtifica~e, (a) the Certificate Officer in whose office the original certificate is filed, or (b) the Certihcate Officer to whom a copy of the certificate is sent for execution under sub-section ( I ) of section 12.
