Power to make rules :– (1) The State Government may, subject to the condition of previous publication, make rules, orders either generally or in any particular instance – (a) regulating the rates of assessment leviable under Sec. 4; 1[(b) regarding the imposition of penalties under Sec. 6; and (b-1) prescribing the manner of assessment of market value of land under Sec. 7; (b-2) prescribing the conditions regarding assessment and payment of rent under Sec. 8-A]; (c) regulating the service of notice under this Act. (2) All rules made under this section shall, as soon as may be after they are made, be laid before the State Legislature for a total period of fourteen days which may be comprised in one session or in two or more successive sessions and if during the said period the State Legislature makes modifications, if any, therein, the rules shall, thereafter have effect only in such modified form; so, however, that such modification shall be without prejudice to the validity of anything previously done under the rules.
