Relaxation— Where the Government is of the opinion that it is necessary or expedient so to do in the public interest, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules in respect of any category of persons of posts. 29 Interpretation— If any question arises relating to the interpretation of the provisions of these rules it shall be referred to the Government whose decision thereon shall be final.
