(l) Recruitment to PART II MEIHOD OF RECRUITMENT the Service shall be made:- (a) by <Iirect recruitment through compeliti\e examination to lbe exetnt of tveoty-fve per cent of the tolal number of vaclncies: and (6) by promotion in respect of the renlining vacancies in a particular year: Provided that rvhere the calculatiot' for direct recruitmcnt gives a ftactional figure, the fraction shall be rounded up to the next higher vhcle number. (2) Unless otherwise decided, the Gov!'rnment shall normally assess in January cach year thc number of vacancies jn the S€rvice to be filled up during that year' The assessment shall include thc vacancies of the preceding yo:lr {}r yoars lbr which no recruitment has been rnade and those likely to occur during the particular year. On the basis of such assessment the Government shail determine the percentsge of the vacancies to be lilled up by direct recruitmint and by promotion under sub-rule (l): Provided that the vacancies meant for direct recruitment in any year sball be filleo up by direct recruitment only in subsequenl ycar or ycars. (3) Government shall then intimate the Commission requesaing lo underlake direcl recruilment and sirall also take steps for referring to the Commission under rule 15 for preparation of a list of suitable officers for promotion for that recruitment y€:rr. (4) Governmcnt sball ordinarily submit their proposals for direcl .recluttmenl by.the e-nd of Jiiuary and for preparation of rbe seled list foi promclion by tho end of April as far as oossible.
