If a person has been convicted- I persons J convicted ot (a) of an offence under Chapter XII, Chapter XVI or Chapter XVII of cerlain offences. the Indian Penal Code, 1860 or under Section 290 or under any 45 01 1860. of the Sections 489-A to 489-E (both inclusive) of that Code or in the abetment of any such offence; or (b) of an offence under Section 3 or Section 4 of the Orissa Prevention of Gambling Act, 1954 or on two or more occasions OfiSSa Act 17 01 under any other provisions of that Act; or
