(2) The Government may, on its own or on being moved by the Director- Govern- General of Police or the Commissioner, amend any regulation so made as ment. deemed fit by it. (3) All such regulations and the ainendments thereto shall be deemed to be the rules for the purpose of Section 24-A of the Orissa General Clauses Act, 1937 and shall be published in the Gazette, and every such regulation and Orissa amendment made thereto shall also be published in the locality affected by Ac' 1 01 their operations affixing copies thereof in conspjcuous places near to the 1937. building, structure, work or place, as the case may be, twwhich the same specifically relates or by proclaiming the Same by the beating of drum,or by . adverlising the same in the local newspapers or by any two or more of these means: Provided that any such regulation arid amendments therein may be made without publication in the Gazette, if the Government is satisfied that circumstances exist which render it necessary that such .regulation or amendment, as the case may be, should be brought into force at once. (4) If any regulation made under this Act relates to any matter with respect to which there is a provision in any law, rule or bye-law of a Municipal Corporation or of any other municipal or local authority in relation to public health, convenience or safety of the locality, such regulation shall be subject to such law, rule or byedaw.
