Proceedings of University and bodies not invalidated by vacancies etc. :- No Act or proceeding of any authority, committee or body of University shall be invalid merely by reason of:- (a) existence of any vacancy in, or (b) any defect in the nomination, selection, election or appointment of a 16 person acting as member thereto, or (c) any irregularity in its procedure not affecting the merits of the case.
