There shall be a Standing Committee consisting of the following members, namely; (a) Minister, 1[Harijan & Tribal Welfare] : Chairman (b) Five members of the Orissa Legislative Assembly : Members to be elected in such manner as may be determined by the Speaker. (c) Chief Secretary to Government : Member (d) Secretary to Government, Home Department : Member (e) Secretary to Government, 2[Harijan & Tribal : Member Secretary Welfare Department :] Provided that on issue of a proclamation under Article 356 of the Constitution of India, the composition of the Committee may be altered by the State Government to such extent as they deem fit.
