In this Act, unless the context otherwise requires," (a) "Government" means the State Government of Orissa; (b) "Goods Vehicle" has the same meaning as assigned to it under clause (8) of section 2 of the Motor Vehicles Act, 1939; and (c) "Owner" includes where the person in possession of goods vehicles is an minor the guardian of such minor and in relation to a goods vehicle which is the subject of a hire purchase agreement, the person in posse ssion of the vehicle under that agreement.
