(1) The Board may, by general special order in writing, delegate to the Welfare Commissioner or any other officer of the Board such of its powers and functions under this Act, except the power to make regulations under section 36, as it may deem necessary, and it may in like manner withdraw such delegation. (2) The exercise of any power delegated under sub-section (1) shall be subject to such restrictions and conditions as may be specified in the order and also subject to the control and revision by the Government or by such officers as may be empowered by the Government in this behalf or, as the case may be, by the Board or such officer as may be empowered by the Board in this behalf. (3) The Government or the Board, as the case may be, shall also have the power to control and revise the acts and proceedings of any officer so empowered.
