(1) The Board shall, with the previous approval of the Government appoint an officer of the Labour Department of the Government not below the rank of Joint Commissioner who shall be the Chief Executive Officer of the Board . Provided that the first Welfare Commissioner shall be appointed by the Government as soon as may practicable after the commencement of this Act, for such period not exceeding five years, and on such conditions, as the Government may think fit. (2) It shall be the duty of the Welfare Commissioner to ensure that the provisions of this Act and the rules are duty carried out. And for this purpose, he shall have the power to issue such orders, not inconsistent with the provisions of this Act or the rules, as he deems fit. Including any order implementing the decisions of the Board taken under this Act.
