Power to remove doubts and difficulties.:- If any doubt or difficulty arises in giving effect to the provisions of this Act, the Government may, as occasion may require, by order, do anything not inconsistent with the provisions of this Act, or the rules made, thereunder, which appears to them necessary for purposes of removing the doubt or difficulty.
