(1) Notwithstanding anything contained in the Recruitment Rules, Dr. Bishnu Charan Sahoo shall be deemed to have been validly and regularly appointed as a Lecturer in the cadre of Senior Teaching posts as defined in Clause (g) of Rule 2 of the Recruitment Rules with effect from 11.6.1986 on the ground that such appointment shall be challenged in any Court of law merely on the ground that such appointment is made otherwise than in accordance with the procedure laid down in the Recruitment rules. (2) His inter se seniority in the cadre of Lecturer shall be fixed with effect from 11.6.1986.
